Chairman of the Accounting Chamber
V. Symonenko participated in the
representative international
conference
On May 26-27, 2010 in Vienna
(Austria) the delegation headed by
Chairman of the Accounting Chamber
of Ukraine Valentyn Symonenko took
part in the INTOSAI Conference
«Strengthening External Public
Auditing in INTOSAI Regions». In
the course of the Conference
representatives of the Supreme
Audit Institutions (SAIs) and
international organizations shared
their opinions on advantages of the
SAI`s independence and
institutional development.
Within the framework of discussion
of the topic «Values and Advantages
of SAI`s Independence», Chairman of
the Accounting Chamber of Ukraine
Valentyn Symonenko took the floor.
«Professionalism of the Accounting
Chamber consists in the timely and
accurate detection of sensitive
points of the budgeting and
budgetary policy, as well as public
finances, - Valentyn Symonenko
stressed. - Unscheduled audits upon
the state authorities` requests are
carried out by the Accounting
Chamber of Ukraine only after its
Board has thoroughly examined them
and adopted a respective decision.
This limitation is aimed to prevent
the use of our institution for
opportunistic or purely political
purposes.»
«Another aspect of our
independence, - Chairman of the
Accounting Chamber of Ukraine
proceeded, - is that normally, when
performing audits, we do not
confine ourselves to a specific
organization audit but give our
comprehensive estimate of the
social and economic processes in
the country, exploring the problem
by digging down to its roots,
identifying those responsible and
elaborating the recommendations
aimed at removing revealed
shortcomings». Therefore, according
to Valentyn Symonenko, in the
crisis years of 2008-2009 the
Accounting Chamber`s performance as
a controlling authority has secured
its recognition as very nearly one
and only Ukraine`s source of
objective, unbiased and legitimate
information about the state of
public finances, economy and state
authorities` activity.
Furthermore, on May
26 a bilateral meeting between
Valentyn Symonenko and Mr. Josef
Moser, President of the Austrian
Court of Audits, Secretary
General of INTOSAI, was held.
During the meeting the parties
discussed key areas of INTOSAI
activities and their
significance for SAIs - members
of the Organization.
Valentyn Symonenko and Mr. Josef
Moser also explored the prospects
of further bilateral cooperation
between the Accounting Chamber of
Ukraine and the Austrian Court of
Audits. The first step in this
direction can be signing the
Agreement on Cooperation between
the Organizations. Further possible
steps are holding consultations
(seminars) for the staff of both
SAIs, as well as training and
retraining of auditors within the
framework of cooperation between
the higher educational
establishments of Ukraine and
Austria.
In the long view there are the
exchange of experience between the
Ukrainian and Austrian SAIs
according to the following
directions: performing audits of
the State budget execution by the
central and local state
authorities; studying new types of
audit used by both SAIs;
organization of territorial
departments` activity; appraisal of
the effectiveness of organization
management.
