Accounting Chamber keeps abreast of
the extraordinary situation in
Kalush
Since the moment of declaring this
February the territory of Kalush
and adjacent areas in
Ivano-Frankivsk region the zone of
extraordinary environment
situation, the Accounting Chamber
of Ukraine has been active in
tackling this increasing hazard.
The national disaster-related audit
is currently underway. At the same
time there is an ongoing dialogue
with the experts from the European
Commission and the UN.
As follow-up of the working
consultation held on March 3, 2010
in the Chamber's premises, another
meeting with the representatives of
joint EC-UN Initial Technical
Scoping Mission was conducted on
March 10.
During this meeting attended by the
Deputy Chairman Mr. Oleksandr
Yaremenko and the Audit Department
Director Mrs. Mariya Shulezhko the
UNDP expert Ms. Jane Mocellin
presented preliminary results of
the Mission's operation in the area
under the risk within March 1-9,
2010. Specifically, the expert
informed on the Mission's tasks and
goals, main objects of
investigation and the interviews
conducted with local authorities.
Generally, Ms. Mocellin estimated
the present situation in the Kalush
area as critical and demanding
strong actions from both local and
state governments.
The Mission outlined a range of
major threats that should be
immediately addressed. These are
the subsidence areas, salinization,
danger of spring flood,
implementation of a social program
for the affected population, and
the development of efficient state
policy oriented rather on
prevention than on disaster
consequences elimination.
In two weeks the Mission will
present a draft report to be
distributed among all stakeholders
including the SAI of Ukraine.
The expert reemphasized the
possibility of Accounting Chamber's
involvement on programming phase to
solution of the given problem in
light of the institution role and
position in a system of state
finances of Ukraine.
Closing the meeting Deputy Chairman
Mr. Oleksandr Yaremenko expressed
his gratitude to Ms. Mocellin for
fruitful cooperation and reassured
the intention of the Accounting
Chamber to join the Kalush projects
and programs when designed.
