Delegates of the Accounting Chamber
of Ukraine took part in the meeting
of EUROSAI Working Group on
Environmental Auditing
On October 6-9,
2009 the delegates of the
Accounting Chamber of Ukraine
participated in the VII meeting of
EUROSAI Working Group on
Environmental Auditing that was
held in Sofia, Republic of
Bulgaria.
The participants of the meeting
discussed water management issues
and the European Water Framework
Directive as well as the use of
external experts in audit
activities.
The director of environmental audit
department of the Accounting
Chamber Mrs. Mariya Shulezhko made
a presentation on lessons learned
from auditing water management by
the Ukrainian SAI.
"The problems of water
management are of obvious
cross-boundary nature… This
make it possible to successfully
conduct international cooperative
audits of cross-boundary water
management, which audits could
serve an efficient tool to assist
the public authorities of the audit
participating countries in due
understanding of the existing
problems as well as in searching
actual methods of its
solution", said Mrs. Shulezko.
Taking this into account, for the
last 4 years the Accounting Chamber
of Ukraine has conducted 5
international coordinated audits in
the domain of flood protection and
pollution of water bodies in
cooperation with the SAIs of
Hungary, Poland, Slovak Republic,
Belarus and Bulgaria.
At the meeting of the Working group
in Bulgaria, the Accounting Chamber
presented its initiative on
conducting international
cooperative audit on protection of
the Black Sea from pollution.
Realizing the important role of the
region in economic and geopolitical
structure of the international
community all the countries of the
Black Sea basin (Bulgaria, Georgia,
Russian Federation, Romania and
Turkey) accepted this proposal. The
initiative was also supported by
the SAI of Slovak Republic as a
country situated in the basin of
the Danube River - the main source
of pollutant substances that fall
into the Black Sea. The audit will
be carried out in 2009-2010. The
Accounting Chamber will coordinate
the project.
At the same time, within the frames
of bilateral cooperation with the
Russian Federation will be
investigated a wider range of
issues, including the assessment of
present condition, legal
regulation, scientific study,
protection and reproduction of
water biological resources of the
Black Sea and the Sea of Azov
basins. The first steps on the way
to carry out this investigation
were discusses by the
representatives of the SAIs of
Ukraine and Russian Federation in
Bulgaria.
The Accounting Chamber also
reported on the activities of the
EUROSAI Task Force on the Audit of
Funds Allocated to Disasters and
Catastrophes, which is chaired by
the SAI of Ukraine.
